Stanford Ranch has older HOA rules that predate California's water conservation mandates. You may need to make a specific argument for turf based on water savings. We've done this successfully — the argument is straightforward when you point to state law supporting water-efficient landscaping.
The older parts of Rocklin — around Rocklin Road and Pacific Street — have more rock and hardpan than the hilltop developments. Different equipment, different timeline. We assess during the site visit so there are no surprises on invoice day.
